Take action and oppose New York bill 1803/Assembly Bill 3057A and A.B. 8569, because they propose to prohibit use of the title “naturopath” and the practice of “naturopathy” and restrict those rights to only those who have a certain type of naturopathic education and who get state license. The bills attempt to mandate licensure as a doctor, those persons practicing naturopathy, which is defined very broadly in the bill to include all of natural health, even if a person is doing non-invasive traditional naturopathy which does not involve naturopathic medicine or medical school. The bill would also add criminal charges for simply using the title “naturopath”.

There are hundreds of traditional naturopaths in New York, and thousands practicing across the country, practicing in the public domain, not representing themselves as doctors, who provide numerous non-invasive natural health care therapies that do not pose a risk of harm to the public. Traditional naturopaths have their own non-medical schools and provide a great service to the community. The bill would unfairly and detrimentally mandate licensure as a doctor for all of those persons practicing traditional naturopathy.

The bill has an exemption from the licensing requirement for “the use by non-naturopathic doctors, of therapies used by naturopathic doctors, including, but not limited to homeopathic remedies, nutritional and dietary supplements, herbs, and such forces as heat, cold, water, touch and light” , however this exemption notably does not include the vocation of “traditional naturopathy” or the use of the term “naturopath”.

Please recommend to New York legislators to do the following:

1. Expand the exemption for unlicensed persons to protect all those unlicensed practitioners practicing anything that could remotely be construed to be within the definition of “naturopathy” as defined in the bill.

2. Change the definition of naturopathy to “naturopathic medicine” and leave the terms “naturopathy” in the public domain.

3. Remove the term “naturopath” from the exclusive title list of prohibited titles.
