OPPOSE South Dakota: South Dakota House Bill No. 1171, “The Emerging Complementary Health Professional Licensing Board” bill, a dangerously restrictive Licensing bill with broad negative implications for consumer natural health care choices!The bill is on the way to the House Floor and needs your NO vote to stop it from going over to the Senate . It was introduced on January 23, 2012, was heard and passed out of the HouseHealth and Human Services Committee January 26 and placed on the House agenda for January 31. The House Floor deferred the bill to Thursday, February 2, 2012. What the Bill Does 

South Dakota H.B. No. 1171 would create a huge and comprehensive Super Board with broad powers to decide which natural health practitioners would be licensed and which would not, a function that should only be accomplished by the entire legislature. South Dakota would run the risk of un-elected officials defining scopes of practice and restrictions on thousands of valuable nutritional practitioners to practice their healing arts trades unless they are state licensed. South Dakota H.B. No. 1171 creates restrictive and expensive regulation and licensure for the natural healing arts with NO NEED to do so. Traditional healers and unlicensed practitioners should not require licensure. They engage in historically safe nutritional and lifestyle counseling, herbal and homeopathic therapies, and many less expensive modalities. They do not practice medical procedures that pose a high risk of harm to the public.

South Dakota H.B. No. 1171 should be replaced with a Safe harbor bill. Safe harbor laws are the appropriate way to address unlicensed practitioner issues so that unlicensed persons understand what conduct must be prohibited and what disclosures to provide to the consumer. Other states, MN, CA, RI, LA, ID, NM, and OK all have enacted successful Safe Harbor Health Freedom Laws.

It is now time to enact a health freedom law in South Dakota for complementary and alternative health care for unlicensed healers without licensure!

Contact Representative in the South Dakota House and spread the word to your friends and family. Let them know you oppose the bill and why they should too! Also, keep in touch to come to any future hearings. Telephone calls, emails or letters are extremely important at this time!

Contacting Legislators and Spreading the Word

Contact legislators by phone, e-mail, or personal letter to Oppose H.B. 1171. Build a relationship with them and tell them about your rights as a consumer in South Dakota to a free and educated choice in health care providers whether unlicensed or not. Also tell them that you depend on alternative and complementary care for you and your family.

The message : “I oppose H.B. as written – it takes away our right to choose from both licensed and unlicensed complementary and alternative health care practitioners and information sources and decreases and jeopardizes consumer options in natural health care.
